Who is going to apologize? Who alive today had anything to do with whatever element of the past Obama is referring to? This is called 'white guilt' which is meant to make you feel like it's ok that your hard earned money goes to people who don't work and spend your money on drinking booze, doing drugs, and getting girls pregnant.
'show me the money'...
The 'White Guilt' industry, similar to the auto industry, and the hospitality industry, only in the white-guilt industry nobody produces anything besides guilt to conjure money out of peoples wallets like a street hustle.

"deeds" equals money. Your money. Flowing with ever increasing scope to those who choose to make excuses and blame and act irresponsible as opposed to being productive.
Perhaps the Democratic party should offer an apology for using boat loads of money in welfare, for ruining our inner cities with violence, destruction and sloth as promoted by welfare's 'free money'.
How about an apology for all the money used up in social services and police, and jails, and for all the innocent people assaulted, murdered and mugged with the highest crime rate being among those participating in this grand social experiment?
